  • Employer Coalition To Offer Bonuses for Improved CareRecent Healthcare News...

    A coalition of large employers, including General Electric, IBM and Verizon Communications, is launching a program to give physicians bonuses for adopting a "more integrated approach to coordinating" employees' care, the
    Wall Street Journal reports.

    The program is part of Bridges to Excellence, which last year distributed about $10 million in bonuses to doctors for providing quality care and meeting other measures.

    Under the new program, physicians would receive incentives for activities such as following up with patients who have been referred to other physicians, tracking laboratory tests and flagging unusual results, and following medical guidelines to treat different health conditions, according to the Journal.

    Participating doctors could receive about $125 per patient and a maximum of $100,000 in annual bonus payments. Part of the purpose behind the bonuses is to help physicians cover the cost associated with improving care, such as setting up an electronic health record system, according to the Journal.

    Bridges to Excellence officials said that such approaches to patient care can create savings of between $250 and $300 per patient within the first year. Francois de Brantes, CEO of the program, said, "We know that in year one, the savings are there, so let's share half of that with physicians" (Fuhrmans, Wall Street Journal, 1/31).

Health Care Reform Demands Cost, Quality Transparency

A final health care reform plan in California must require health care providers to release quality and cost data, or "well-meaning reform ultimately will be unsustainable," Bill Novelli, CEO of AARP, Peter Lee, CEO of the Pacific Business Group on Health, and James Guest, CEO of Consumers Union, write in a San Francisco Chronicle opinion piece.

Novelli, Lee and Guest commend Assembly Speaker Fabian Núñez (D-Los Angeles) and Senate President Pro Tempore Don Perata (D-Oakland) for including provisions that would mandate disclosure of health care quality and cost information in their health care reform proposal (
ABX1 1), and they applaud Gov. Arnold Schwarzenegger (R) for building cost-control measures into his own health care overhaul plan.

The authors urge lawmakers to approve such requirements over the protests of hospitals and other health care providers, arguing, "Transparency is critical if we are to tackle the high costs of health care."

More specifically, Novelli, Lee and Guest advocate proposals that would:

  • Base health care providers' compensation on the quality of services provided, rather than the quantity of services;
  • Expand use of preventive care and disease management programs; and
  • "Embrace health information technology to save lives and money," while facilitating widespread access to cost and quality data (Novelli et al., San Francisco Chronicle, 12/6).
